What Kind of Diplomacy in/for the 21 st Century? A Quest for Renewed Trust

A proliferation of ‘unthinkable’ events over the previous years has revealed a new fragility at the highest level of corporate and public service leaderships. Their ability to spot, identify and handle unexpected, non-normative events is shown not just to be wanting but also perilously inadequate at critical moments. 
The overall picture is deeply disturbing.
The shocks from these vents for corporate and public service leadership prompted legitimate concerns about the calibre and capacities of those in the highest position of responsibility to first foresee them and then handle the impact.
Geo-political realities are suddenly dramatically different. “The world is much more uncertain and volatile than it has ever been before. And that is because of some factors coming together now that have never come together before. And they amplify each other.
You have a totally different world order and we struggle with that enormously.
It is moving so fast.
The scale of challenge we are facing is comparable to “Eating an elephant in one mouth full”
It is re-evolution and not simply evolution as there are many accelerations at once. Which make it difficult for the mankind to cope with it. Neither for political leaders and institutions nor for business leaders.
At least, three areas that are increasingly challenging society and politics are:
  1. The increasing numbers of organized and institutionalized actors active in the international field, and their legitimacy;
  2. The publics, which – in part are now networking nationally and internationally, calling for consideration of their concerns, including diplomacy;
  3. The progress and implications of digitization. Digital space has created a post-truth, hyperemotional world in which conflicts of identity are taking place in the public space.
This said, the analyses of diplomacy in the 21 st century and it challenges should also take into account the implications of re-nationalization, populism and isolationism and the threats it imposes on the human security agenda (in a globalized world)
Facing threats of rising nativism, nationalism as well as post-truth and post-fact trends, diplomacy might need to go back to its foundational concepts of power relations. On the other hand, it will have to engage the public – consisting of a new generation of digital natives – and operate at the nexus politics and society while being embedded in a transnational world with international interactions. Thus, networking, meaning the interaction between diplomacy and the public, becomes more than ever central to diplomacy as a whole.
Today, there is less and less control of the information environment. “Informing the public” has become a “dialogue with the public”. The lack of trust in the Internet can eventually be
an ally to traditional diplomacy. Accordingly, more socialization should be considered. Allow me the following considerations: Diplomacy is facing a domestic challenge because it finds itself in a legitimacy crisis, which stems from societal elements like climate change, etc. etc. This becomes especially evident when looking at states that are the core of the international system such as the UK, the US and parts of the EU, where the legitimacy crisis manifests
itself through issues such as trade deals, the Brexit or migration issues. Furthermore, modern day diplomacy’s legitimacy is questioned with regards to its internal functioning,
which is being criticized for its lack of transparency if not accountability.
Less and less, diplomacy happens in its traditional “bubble”, where dialog and exchange are limited. The core of diplomacy, government and power, is changing.
Facing the prevailing trends of transnationality on the one hand and “renationalization” on the other, new norms and rules are needed.

PENGKALAN CHEPA , 10 I A total of 46 graduates of Universiti Malaysia Kelantan (UMK) today received the Entrepreneurial Management Executive Diploma and the Entrepreneurship Educators Executive Diploma held at the Dewan Keusahawanan, UMK City Campus, Pengkalan Chepa, Kelantan.
The ceremony was presented by the UMK Vice-Chancellor, Prof. Dato 'Ts. Dr. Noor Azizi Ismail 
The Enterprise Management Executive Diploma Programme was first offered in 2016 to a group of administrators of grades 41 through 52 and the Entrepreneurship Educators Executive Diploma is offered to all academic staff on a perm anent and contract basis.
According to Prof. Dato 'Ts. Dr. Noor Azizi, both of these diploma programmes are aimed at furthering entrepreneurship knowledge among University staff as a catalyst for UMK's success as an entrepreneurial university.
He said the programme complemented the University Entrepreneurship ecosystem with the University's high commitment to make UMK the leading entrepreneurial university in the region by 2023.
“The success of our graduates today marks the University's new history as the programme's first graduate.
"We believe that the module and competent teaching staff supervised by the Institute of Small and Medium Enterprises (ISME) and UMK Entrepreneurship Institute (UMKEI) are a boon to the University's outstanding achievements in entrepreneurship," he said.
Prof. Dato 'Ts. Dr. Noor Azizi, after completing the First Entrepreneurial Diploma in Entrepreneurship Diploma, also announced that UMK will offer the diploma programme to the public and entrepreneurship educators at institutions of higher learning starting next year.
He said the offering of the two programmes was in line with UMK's efforts to empower entrepreneurship education programmes to the public, including state and private government agency staff.
Meanwhile, Prof. Dato 'Ts. Dr. Noor Azizi said the success of the programme's first graduates will further strengthen UMK leadership line in pursuit of University excellence.
"Implementing the high values of an entrepreneur through this programme is proactive, creative, daring, capable of managing differences, capable of making choices, competitive and teamwork as a strength in day-to-day work," he said.
He said the programme was created to enhance entrepreneurship among university staff to be a catalyst for UMK's success as an entrepreneurial university.
"In order to produce entrepreneurial graduates, we need to make sure that our lecturers have a new entrepreneurial mindset to produce students who will be entrepreneurs after graduation, but we also want to make sure our administrators have an entrepreneurial mindset," he said.
He hopes this success will be a manifestation of the spirit and entrepreneurial culture of this beloved University.
“You have successfully completed the course despite the hassle of managing work and family time.
"All the sacrifices were redeemed on this historic day as a sweet success that has been a major catalyst for the entrepreneurial wave in the country," he said.

PENGKALAN CHEPA December 10 I University Malaysia Kelantan (UMK) today signed a memorandum of understanding (MoU) and memorandum of agreement (MOA) with seven companies including the Kelantan Non-Governmental Organization (NGO) for collaboration covering research, innovation, entrepreneurship and commercial.
The signing ceremony of the MoU was officiated by the Vice-Chancellor of UMK, Prof. Dato 'Ts. Dr. Noor Azizi Ismail with five industries represented by KRU Foundation President Dato 'Norman Abdul Halim, Chairman of Team Synergy Resources Co. Ltd, Dato ’Raymond Lee, Chief Executive Officer of Synergy International (M) Sdn. Bhd., En Lennon Chu, Director of DESB Training and Coaching PLT, En. Wan Zulkifli Abdullah and Chairman of the Board of Directors of the Kelantan Malay Cooperative Chamber Berhad, Mohd Ali Amin Ab. Latif.
Meanwhile, the MoA's co-operation involves founder of Gahara Galore Sdn. Bhd., En. Nik Faiz Nik M Amin and Chairman of the Kelantan Chinese Peranakan Society, Mr. Lim Kam Hong.
The MoU and MoA document agreements were also witnessed by the Deputy Vice-Chancellor (Research and Innovation), Prof. Ts. Dr. Arham Abdullah and Senior Director of the Entrepreneurship Institute (UMKEi), Prof. Dr. Nik Maheran |
According to Prof. Dato 'Ts. Dr. Noor Azizi, co-signing the MoU and MoA with the relevant agencies, is a string of Gerak Gempur and launching of UMK as the No. 1 Entrepreneurial University in Malaysia by 2023, in ASEAN by 2026 and in Asia by 2030, held on May 12, 2019.
He said the collaboration platform was a more focused strategy in achieving aspects to ensure that UMK would reach its target of becoming the No. 1 Entrepreneurial University in Malaysia, ASEAN and Asia by the appointed year.
"One of the initiatives undertaken by UMK is to work with the outside industry in the field of entrepreneurship to further enhance the field's focus in various areas including research," he said.
In the meantime, Prof. Dato 'Ts. Dr. Noor Azizi said that in order to realize that goal the university management had outlined five basic principles based on the concept of entrepreneurship education @ UMK, which includes entrepreneurship programmes across a variety of sectors, mandating entrepreneurship courses for all faculties, integrated delivery systems, entrepreneurial attributes and good universal values and expand the entrepreneurial ecosystem with student business activities on campus.
He said UMK is committed to targeting the accredited University of Entrepreneurship by reviewing the entire entrepreneurial programme / subject that has been offered in line with industry 4.0 and offering more entrepreneurial co-curriculum programmes to encourage students' interest in doing business.
“As an entrepreneurial university, UMK aims to be selected as a finalist in two different categories for the Ministry of Education Entrepreneurial Awards (MEA) and to be the overall winner of an entrepreneurial institution by 2020.
"In addition, UMK will redesign its Executive Academic Programmes, the Diploma in Entrepreneurship Management and the Entrepreneurship Educators Diploma to be offered to the public as the programme was only available to their internal staff," he said.
He said the Institute of Small and Medium Enterprises (ISME), a centre under the UMKEI administration, now offers over twenty (20) executive programmes and short courses to entrepreneurs across the country in collaboration with various parties.
He said that by 2020, ISME would expand its wings overseas by offering programmes in Cambodia and China in collaboration with Team Synergy Resources.
"UMKEI has also recognized 30 lecturers from various fields as entrepreneurs experts for the purpose of enhancing university entrepreneurship activities, whether through research, teaching, student entrepreneurship and community development," he said.
In collaboration with the industry, UMK is also actively developing on-campus and off-campus infrastructure such as the establishment of UMK Frontier Street Kiosk, UMK Pavillion and Business Incubator at UMK Pengkalan Chepa, Innovation Lab and Entreprenurship Park at UMK Jeli Campus, Creatives Studio and Laman Monsoon Park in UMK Bachok, Social Network Lab (SNL) in Sungai Rual and Tok Aman Bali, Microfinance by Nadicorp and Halal Hub.
Meanwhile, Prof. Dato 'Ts. Dr. Noor Azizi informed UMKEI has successfully developed the entrepreneurial portal that links universities, communities and industries through online portal platforms such as Entrepreneurship Clinics, online training / webinars and programme services and entrepreneurship opportunities to the public and others.
"In addition, UMK's Virtual Mall portal developed under the brand aims to promote and sell UMK-based research products, student and faculty research products and will be open to entrepreneurs based under ISME in the future," he said.

PENGKALAN CHEPA 10 Disember I Universiti Malaysia Kelantan (UMK) hari ini menandatangani perjanjian persefahaman (MoU) dan memorandum perjanjian (MOA) dengan tujuh buah syarikat termasuk Pertubuhan Bukan Kerajaan (NGO) Negeri Kelantan bagi kerjasama meliputi penyelidikan, inovasi, keusahawanan dan komersial.

Majlis menandatangani kerjasama MoU itu disempurnakan oleh Naib Canselor UMK, Prof. Dato’ Ts. Dr. Noor Azizi Ismail dengan lima syarikat dari pelbagai industri yang diwakili oleh Presiden Yayasan KRU, Dato’ Norman Abdul Halim, Pengerusi Team Synergy Resources Co. Ltd, Dato’ Raymond Lee, Ketua Pegawai Eksekutif Synergy International (M) Sdn. Bhd., En Lennon Chu, Pengarah DESB Trainning and Coaching PLT, En. Wan Zulkifli Abdullah dan Pengerusi Jemaah Pengarah Koperasi Dewan Melayu Kelantan Berhad, Mohd Ali Amin Ab. Latif.

Sementara itu, kerjasama MoA membabitkan Pengasas Gahara Galore Sdn. Bhd., En. Nik Faiz Nik M Amin dan Pengerusi Persatuan Peranakan Cina Kelantan, Mr. Lim Kam Hong.

Perjanjian dokumen MoU dan MoA itu turut disaksikan oleh Timbalan Naib Canselor (Penyelidikan dan Inovasi), Prof. Ts. Dr. Arham Abdullah dan Pengarah Kanan Institut Keusahawanan UMKEI, Prof. Dr. Nik Maheran Nik Muhammad.

Menurut Prof. Dato’ Ts. Dr. Noor Azizi, kerjasama MoU dan MoA di antara UMK dengan agensi berkaitan adalah rentetan daripada Gerak Gempur dan Pelancaran UMK sebagai Universiti Keusahawanan No.1 di Malaysia menjelang 2023, di ASEAN menjelang 2026 dan di Asia menjelang 2030 yang telah diadakan pada 12 Mei 2019 lepas.

Beliau menyifatkan platform kerjasama ini adalah strategi yang lebih berfokus untuk memastikan UMK akan mencapai sasaran menjadi Universiti Keusahawanan No.1 di Malaysia , ASEAN dan di Asia menjelang tahun yang ditetapkan.

“Salah satu inisiatif yang dilaksanakan oleh UMK ialah dengan mengadakan kerjasama dengan pihak industri luar dalam bidang keusahawanan bagi meyerlahkan lagi tujahan bidang tersebut dalam pelbagai aspek termasuk penyelidikan,” katanya.

Dalam pada itu, Prof. Dato’ Ts. Dr. Noor Azizi berkata, untuk merealisasikan sasaran itu pihak Pengurusan Universiti telah menggariskan lima prinsip asas berdasarkan konsep pendidikan keusahawanan@UMK di antaranya program keusahawanan yang merentasi pelbagai displin, mewajibkan kursus keusahawanan untuk semua fakulti, sistem penyampaian bersepadu, atribut keusahawanan dan nilai sejagat yang baik serta meluaskan lagi ekosistem keusahawanan dengan aktiviti perniagaan pelajar di dalam kampus.

Katanya, UMK komited untuk mensasarkan Universiti Keusahawanan yang diiktiraf dengan menilai semula keseluruhan program atau subjek keusahawanan yang telah di tawarkan agar sejajar dengan era industri 4.0 dan menawarkan lebih banyak program ko-kurikulum keusahawanan bagi menggalakkan minat pelajar menjalankan perniagaan.

“Selain itu, UMK akan membangunkan semula program Akademik Eksekutif iaitu Diploma Eksekutif Pengurusan Enterprais dan Diploma Eksekutif Pendidikan Keusahawanan untuk ditawarkan kepada umum kerana terdahulu program ini hanya ditawarkan kepada staf dalaman masing-masing,” katanya.

Tambah beliau, pihak Institut Perusahaan Kecil dan Sederahan (ISME) iaitu sebuah pusat di bawah pentadbiran UMKEI kini menawarkan lebih dua puluh (20) program eksekutif dan kursus jangka pendek kepada usahawan seluruh negara dengan kerjasama pelbagai pihak.

Katanya lagi, bermula tahun 2020, ISME akan melebarkan sayap ke luar negara dengan menawarkan program di Cambodia dan China dengan kerjasama Team Synergy Resources.

“Pihak UMKEI juga kini telah mengiktiraf 30 orang pensyarah dari pelbagai bidang sebagai pakar keusahawanan bagi tujuan meningkatkan aktiviti keusahawanan universiti, sama ada melalui penyelidikan, pengajaran, pembangunan keusahawanan pelajar serta komuniti,” katanya.

Melalui kerjasama pihak industri UMK juga sedang giat membangunkan infrastruktur dalam kampus dan luar kampus seperti penubuhan UMK Frontier Street Kiosk, UMK Pavillion dan Business Incubator di UMK Pengkalan Chepa, Innovation Lab dan Entreprenurship Park di UMK Kampus Jeli, Creatives Studio dan Laman Monsoon Park di UMK Bachok, Social Network Lab (SNL) Sungai Rual dan Tok Aman Bali, Microfinance by Nadicorp dan Halal Hub.

Sementara itu, Prof. Dato’ Ts. Dr. Noor Azizi memaklumkan UMKEI berjaya membangunkan portal keusahawanan yang menjadi jaringan di antara universiti, komuniti dan industri menerusi platform portal di atas talian seperti Klinik keusahawanan, latihan secara online atau webinar dan perkhidmatan program dan peluang keusahawanan kepada orang awam dan lain-lain.

“Selain itu, portal Virtual Mall yang dibangunkan oleh UMK di bawah jenama juga adalah bertujuan untuk mempromosi dan menjual produk hasil penyelidikan pensyarah, produk pelajar serta pensyarah UMK dan akan dibuka kepada usahawan yang bernaung di bawah ISME pada masa hadapan,” katanya.

PENGKALAN CHEPA, 10 I Seramai 46 graduan Universiti Malaysia Kelantan (UMK) menerima Diploma Eksekutif Pengurusan Enterprais dan Diploma Eksekutif Pendidik Keusahawanan pada Majlis Graduasi Kali Pertama yang berlangsung di Dewan Keusahawanan, UMK Kampus Kota, Pengkalan Chepa, Kelantan, pada 10 Disember 2019.

Majlis penyampaian telah disempurnakan oleh Naib Canselor UMK, Prof. Dato’ Ts. Dr. Noor Azizi Ismail.

Program Diploma Eksekutif Pengurusan Enterprais ini mula ditawarkan pada tahun 2016 kepada kumpulan pentadbir dari gred 41 hingga 52 berstatus tetap manakala Diploma Eksekutif Pendidik Keusahawanan pula ditawarkan kepada semua staf akademik berstatus tetap dan kontrak.

Menurut Prof. Dato’ Ts. Dr. Noor Azizi, kedua-dua program diploma ini bertujuan untuk memantapkan lagi ilmu pengetahuan tentang keusahawanan dalam kalangan staf Universiti sebagai pemangkin kepada kejayaan UMK sebagai sebuah universiti keusahawanan.

“Kejayaan graduan menamatkan pengajian pada hari ini telah melakar sejarah baharu Universiti sebagai graduan sulung program itu.

“Kita percaya dengan modul dan tenaga pengajar yang kompeten melalui kursus diploma seliaan Institut Perusahaan Kecil dan Sederhana (ISME) dan Institut Keusahawanan UMK (UMKEI) ini menjadi lonjakan kepada pencapaian cemerlang Universiti dalam bidang Keusahawanan,” katanya.

Prof. Dato’ Ts. Dr. Noor Azizi yang ditemui setelah selesainya Majlis Graduasi Diploma Eksekutif Keusahawanan Kali Pertama itu turut memaklumkan bahawa UMK bakal menawarkan program diploma tersebut kepada orang awam dan pendidik keusahawanan di institusi pengajian tinggi bermula tahun hadapan.

Beliau berkata penawaran kedua-dua program itu selari dengan usaha UMK untuk memperkasakan program pengajian keusahawanan kepada orang awam termasuk staf agensi kerajaan negeri dan swasta.

Katanya lagi, dengan kejayaan graduan sulung program ini juga akan menguatkan lagi barisan kepimpinan UMK dalam usaha mencapai kecemerlangan Universiti.

“Penerapan nilai-nilai keusahawanan yang tinggi bagi seorang usahawan yang melalui program ini adalah seperti proaktif, kreatif, berani mengambil risiko, mampu mengurus perbezaan, cekap membuat pilihan, berdaya saing dan kerja berpasukan sebagai kekuatan dalam menjalankan tugas harian,” katanya.

“Dalam usaha untuk melahirkan graduan keusahawanan, kita perlu memastikan pensyarah kita mempunyai minda keusahawanan baharu agar kita dapat melahirkan pelajar yang akan menjadi usahawan selepas tamat belajar, malah kita juga mahu memastikan pentadbir kita mempunyai minda dan kualiti keusahawanan,” katanya.

Beliau berharap kejayaan ini adalah sebagai manifestasi semangat dan pembudayaan keusahawanan di Universiti yang tercinta ini.

“Anda telah berjaya menamatkan kursus ini walaupun berhadapan dengan kekangan kesibukan menguruskan waktu kerja dan keluarga.

“Segala pengorbanan itu ditebus pada hari bersejarah ini sebagai satu kejayaan manis yang menjadi pencetus utama kepada gelombang keusahawanan di negara ini,” katanya.

BACHOK 9 Disember I Tengku Temenggong Kelantan, YBM Tengku Tan Sri Dato’ Hj. Mohamad Rizam Tengku Abdul Aziz berkenan berangkat menyempurnakan majlis perasmian Program Mesra Asnaf Peringkat Jajahan Bachok di Masjid Pauh Sembilan, Tawang, Bachok, Kelantan, pada 9 Disember 2019.

Turut berkenan berangkat, Tengku Puan Temenggong Kelantan, YM Tunku Puan Sri Dato’ Hjh. Noor Hayati Tunku Abdul Rahman.

Keberangkatan tiba baginda disambut oleh Ketua Jajahan Bachok, En Hazmi Abdul Hamid, Pengarah Pusat Islam UMK, Prof. Madya Dr. Azhar Muhammad dan Pengerusi Jawatankuasa Masjid Al Abrar, Ustaz Mohd Yuzakky Mohd Yusof.

Program Mesra Asnaf anjuran Majlis Agama Islam Kelantan (MAIK), Pejabat Tanah Bachok, Pejabat Agama dan Jajahan Bachok dan UMK membabitkan seramai 120 mahasiswa/siswi berkonsepkan program anak angkat dengan penglibatan 50 keluarga asnaf dari Mukim Pauh Sembilan.

Program ini telah berlangsung selama tiga hari bermula pada 8 hingga 11 Disember 2019. Pada majlis tersebut juga telah diadakan agihan zakat kepada 100 asnaf.

Dalam titah ucapan Tengku Temenggong Kelantan memaklumkan tujuan penganjuran program Mesra Asnaf adalah bagi membolehkan pihak MAIK mengenalpasti keperluan -keperluan keluarga asnaf yang terlibat.

Titah baginda, dengan adanya konsep keluarga angkat ini pengumpulan maklumat keluarga asnaf dapat dilaksanakan dengan lebih teratur.

“Selain itu, membolehkan para petugas program dapat menjalinkan hubungan silaturahim dengan keluarga asnaf masing-masing.

“Saya dimaklumkan bahawa beberapa modul telah di tetapkan urusetia mengikut bentuk pengajian dan kepakaran pada institusi pendidikan masing-masing seperti Keusahawanan, pertanian, pembelajaran dan keagamaan,” titah Baginda.

Program Mesra Asnaf ini turut disertai dengan beberapa modul pengisian menarik seperti program keibubapaan menerusi ceramah motivasi, nasihat dan mendengar permasalahab keluarga daripada ibu bapa keluarga yang terpilih.

Baginda berharap melalui program ini dapat para peserta program anak angkat dan masyarakat setempat dapat mengambil peluang mengadaptasikan pendidikan ilmu untuk mengenalpasti bagi membantu meringankan beban keluarga asnaf menjalani kehidupan seharian.

Titah baginda, program bersama remaja yang diadakan oleh urusetia juga bertujuan untuk mendekatkan diri dengan golongan remaja dan menyelami isi hati serta permasalahan mereka dalam bidang akademik dan kehidupan harian yang mencabar ini.

Sementara itu, Prof. Madya Dr. Azhar berkata, program perkampungan Mesra Asnaf anjuran MAIK dengan kerjasama Pusat Islam UMK ini merupakan langkah pertama yang bertujuan menyantuni keluarga asnaf serta mentransformasikan minda mereka agar mampu membawa keluarga mereka keluar dari kepompong kemiskinan pada masa hadapan.

Katanya, penganjuran majlis ini adalah berkonsepkan program anak angkat pelajar UMK di perkampungan yang dikenal pasti dengan menerapkan aspek bimbingan akademik dan kerohanian kepada anak-anak masyarakat terutamanya golongan asnaf.

SEOUL 30 NOV I Universiti Malaysia Kelantan (UMK) for the first time sent its first contestants with 3 research products at the Seoul International
Invention Fair (SIIF) 2019 at the COEX Convention and Exhibition Center, Seoul-si Gangnam-gu Samseong-dong Seoul, South Korea from 27th  to 30th  November 2019. SIIF is one of the largest exhibitions in the world better known as the 'gateway to world market'. Starting in 1982, formerly known as the Korea Patent Technology Exhibition, it has received a tremendous response from industry players and investors worldwide.
The SIIF is formally sponsored by the World Intellectual Property Organization (WIPO) and the International Federation of Inventors Association (IFIA). The SIIF 2019 is the 15th annual event held in Seoul, Korea. A total of 625 research and innovation products from 27 countries including the United Kingdom, Malaysia and Thailand were on display at SIIF 2019, which lasted for 4 days.
The SIIF 2019 is a platform for UMK researchers to enhance research and development (R&D) activities, enhance international cooperation and networking technology transfer, UMK visibility among industry players overseas especially in Korea.
Senior Director of UMK Management and Research Centre (RMIC), Prof. Ir. Ts. Dr. Ahmad Ziad Sulaiman said all the innovative research products contested at this time prove that the university has always supported efforts to finance research especially for academics and researchers at international universities.
He said the 3 products taking part were signature product towards commercialisation of innovative products to be developed into the industry and at the same time expanding to the international community.
According to Senior Director of Research and Innovation Management Centre (RMIC), Prof. Ir Ts Dr Ahmad Ziad Sulaiman said RMIC took the initiative to highlight the identified innovations to take the opportunity to serve as a platform and a stepping stone to introduce innovations created by UMK researchers while marketing their product creation globally. Participation in SIIF 2109 is not only to be a participant in the innovation competition but also to promote and sell innovations created by UMK researchers internationally.
Three projects have been at stake, namely AcBioC products created by Prof. Madya Dr. Palsan Sannasi Bin Abdullah from the Faculty of Agro-Based Industry (FIAT), a Premium Multiblock: Multi Solution For Ruminants created by Pn. Nor Dini. Rusli from FIAT and the Integrated Kenaf Bio-Processing System Biozyme Ultimate Debark Unit (B.U.D.U) by Dr Mardawani Mohamad from the Faculty of Bioengineering and Technology (FBKT).
According to RMIC UMK's Director of Intellectual Property and Commercialisation (ICD) Associate Prof. Dr Julie Juliewatty, in this competition, UMK has submitted projects that have won at least two gold medals and special awards for innovation competitions held throughout 2019 before being elected to SIIF Korea.
According to her, UMK researchers have shown excellent achievement in the first participation in SIIF 2019 this time during the Prof. Madya Dr. Palsan Sannasi Bin Abdullah has received the Federation of Korean Industries gold and special awards while Dr Mardawani Mohamad has won the Thailand Gold and Special Award for The Best International Invention & Innovation. This shows that the UMK innovation project is comparable and internationally accepted.
This is a huge achievement for UMK as it is the first time UMK has participated in this SIIF exhibition. The support of YBhg Dato' Vice-Chancellor and UMK's top management has greatly accelerated the process from registration up until the release of the participants, with the Vice-Chancellor and the Deputy Vice-Chancellors themselves celebrating the release of the participants (flag-off).
We hope this success will inspire the UMK community to continue to uphold the research and innovation agenda at UMK and gain national and international recognition.

Universiti Malaysia Kelantan (UMK) made its own history when it was awarded the Certificate of Compliance with the Standard Accounting System for Government Agencies (SAGA) by the Accountant General's Department of Malaysia (AGDM). The recognition was presented by the Accountant General of Malaysia, Dr. Yacob Mustafa to the Deputy Vice-Chancellor (Research and Innovation), Prof. Ts. Dr. Arham Abdullah, the Vice-Chancellor, attended the SAGA Compliance Certificate 2019 at the Holiday Villa Johor Bahru City Centre in Johor Bahru yesterday.
Also present were Treasurer, Pn. Junaidah Badar and CCI Director, En. Wan Azlee Hj. Wan Abdullah The award is a recognition of the achievements in the development of accounting and financial systems by government agencies in compliance with the criteria set by JANM. As of 2019, only 80 government agencies have received SAGA compliance recognition from more than 400 government agencies comprising the Federal Statutory Bodies (BBP), State Statutory Bodies (BBN), Local Authorities (PBT) and the State Islamic Religious Council (MAIN). In 2019, only 10 agencies received the recognition and agencies under the Ministry of Education Malaysia (MOE) were the top award recipients of Universiti Malaysia Kelantan, Universiti Kebangsaan Malaysia, Universiti Malaysia Terengganu, Malaysian Examination Council and Malaysian Qualification Agency.
According to Pn. Junaidah, UMK's accounting and financial system use the SAGA system developed by its designated vendors and integrates with several other subsystems of information used in the University's financial operations. He said this recognition was important for the university to ensure that the financial statements could be prepared faster, accurate, up-to-date, integrated, and compliant with applicable accounting standards and to strengthen accounting and financial management of Government Agencies. "The certification of these certificates guarantees system security, data and information in terms of confidentiality, integrity and availability to protect the data and information obtained is protected, complete and accessible at any time," she said.
She added that the SAGA Compliance Audit for this accounting and financial application system was evaluated by a panel of the Standard Accounting System for Government Agencies (SAGA), National Accounting Department at UMK Bachok, last October. The evaluation was subsequently evaluated by the SAGA Steering Committee before an organisation is eligible for certification and is awarded a certificate. "Thankfully, with the careful preparation and cooperation of the Treasurer's Office and the CCI during the evaluation session, we successfully completed the SAGA Compliance Audit through a recent paper presented to the SAGA Evaluation Committee, JANM." Each department accounting system must comply with the accounting and finance application system design approved by the Accountant General's Department of Malaysia (AGDM) and the SAGA Compliance Criteria, "she said.

SEOUL 30 NOV I Universiti Malaysia Kelantan (UMK) buat julung-julung kalinya telah menghantar penyertaan sulungnya dengan mempertandingkan 3 produk penyelidikan di Seoul International Fair (SIIF) 2019 di COEX Convention and Exhibition Center,
Seoul-si Gangnam-gu Samseong-dong Seoul, Korea Selatan bermula 27 sehingga 30 November 2019. SIIF merupakan salah satu pameran terbesar di dunia yang lebih dikenali dengan jolokan ’gerbang ke pasar dunia’. Bermula pada tahun 1982, dulunya dikenali sebagai Korea Patent Technology Exhibition mendapat sambutan yang luar biasa di kalangan penggiat industri dan pelabur dunia.
SIIF ditaja secara rasmi oleh Pertubuhan Harta Intelek Sedunia (WIPO) dan Persekutuan Persatuan Pencipta Antarabangsa (IFIA). Penganjuran SIIF 2019 ini adalah penganjuran ke 15 yang diadakan setiap tahun di Seoul, Korea. Sejumlah 625 produk penyelidikan dan inovasi dari 27 negara termasuk United Kingdom, Malaysia dan Thailand dipamerkan pada SIIF 2019 yang berlangsung selama 4 hari.
SIIF 2019 ini menjadi platform kepada penyelidik UMK untuk meningkatkan aktiviti penyelidikan dan pembangunan (R&D), meningkatkan jalinan dan jaringan kerjasama di peringkat antarabangsa, pemindahan teknologi, visibility UMK di kalangan pemain industri di luar negara terutamanya di Korea.
Pengarah Kanan Pusat Pengurusan dan Penyelidikan (RMIC) UMK, Prof. Ir. Ts. Dr. Ahmad Ziad Sulaiman, berkata kesemua produk penyelidikan inovasi yang dipertandingkan pada kali ini membuktikan universiti sentiasa menyokong usaha-usaha ke arah membudayakan penyelidikan khususnya kepada ahli akademik dan penyelidik di universiti di peringkat antarabangsa.
Katanya, 3 produk yang mengambil bahagian ini adalah antara signature product ke arah pengkomersialan produk inovasi untuk di bangunkan kepada industri dan sekaligus dikembangkan kepada masyarakat sehinggalah ke peringkat antarabangsa.
Menurut Pengarah Kanan Pusat Pengurusan Penyelidikan Dan Inovasi (RMIC), Prof Ir Ts Dr Ahmad Ziad Sulaiman berkata, RMIC mengambil inisiatif mengetengahkan inovasi yang telah dikenalpasti agar mengambil peluang supaya dapat dijadikan platfom serta batu loncatan untuk memperkenalkan inovasi yang dihasilkan oleh penyelidik UMK sekaligus memasarkan produk ciptaan mereka di peringkat global. Penyertaan ke SIIF 2109 ini bukan sahaja untuk menjadi peserta pertandingan inovasi, bahkan mempromosi serta menjual inovasi ciptaan penyelidik UMK di peringkat antarabangsa.
Sebanyak tiga projek telah dipertaruhkan iaitu produk AcBioC ciptaan Prof. Madya Dr. Palsan Sannasi Bin Abdullah dari Fakulti Industri Asas Tani (FIAT), produk Premium Multiblock: Multi Solution For Ruminants ciptaan Puan Nor Dini Binti Rusli dari FIAT dan produk Integrated Kenaf Bio-Processing System Biozyme Ultimate Debark Unit (B.U.D.U) ciptaan Dr Mardawani Mohamad dari Fakulti Biokejuruteraan dan Teknologi (FBKT).
Menurut Pengarah Harta Intelek dan Pengkomersilan (ICD) RMIC UMK Prof Madya Ir Dr Julie Juliewatty, dalam pertandingan kali ini, UMK telah menghantar projek-projek yang telah berjaya meraih sekurang-kurangnya dua pingat emas dan anugerah khas bagi pertandingan inovasi yang telah diadakan sepanjang tahun 2019 sebelum terpilih ke SIIF Korea ini.
Menurut beliau lagi, penyelidik-penyelidik UMK telah menunjukkan pencapaian yang amat cemerlang pada penyertaan sulung di SIIF 2019 kali ini apabila projek Prof. Madya Dr. Palsan Sannasi Bin Abdullah telah memperolehi pingat emas dan anugerah khas Federation of Korean Industries manakala Dr Mardawani Mohamad memperolehi pingat emas dan anugerah khas Thailand Special Award For The Best International Invention & Innovation. Ini menunjukkan bahawa projek inovasi UMK adalah setanding dan diterima di peringkat antarabangsa.
Kejayaan ini merupakan satu pencapaian besar buat UMK memandangkan ini merupakan kali pertama UMK menyertai pameran SIIF ini. Sokongan daripada pihak YBhg Dato’ Naib Canselor dan pengurusan tertinggi UMK telah banyak melancarkan proses bermula dari pendaftaran sehingga kepada pelepasan peserta, yang mana Naib Canselor dan Timbalan Naib Canselor sendiri turut meraikan pelepasan para peserta (flag-off).
Semoga dengan kejayaan ini dapat menyuntik semangat warga UMK untuk terus memartabatkan agenda penyelidikan dan inovasi di UMK serta mendapat pengiktirafan di peringkat nasional dan antarabangsa.

Universiti Malaysia Kelantan (UMK) melakar sejarah tersendiri apabila dianugerahkan Sijil Pematuhan Standard Accounting System for Government Agencies (SAGA) oleh Jabatan Akauntan Negara Malaysia(JANM). Pengiktirafan tersebut telah disampaikan oleh Akauntan Negara Malaysia, Dr. Yacob Mustafa kepada Timbalan Naib Canselor (Penyelidikan dan Inovasi), Prof. Ts. Dr. Arham Abdullah yang mewakili Naib Canselor, pada Majlis Anugerah Sijil Pematuhan SAGA 2019 yang berlangsung di di Holiday Villa Johor Bahru City Centre, Johor Bharu, semalam.
Turut hadir, Bendahari, Puan Junaidah Badar dan Pengarah CCI, Encik Wan Azlee Hj. Wan Abdullah. Anugerah tersebut adalah pengiktirafan di atas pencapaian dalam membangunkan sistem perakaunan dan kewangan oleh agensi-agensi kerajaan dengan mematuhi kriteria-kriteria yang ditetapkan oleh pihak JANM. Sehingga tahun 2019, hanya 80 agensi kerajaan yang telah menerima pengiktirafan pematuhan SAGA dari lebih 400 agensi kerajaan yang terdiri daripada Badan Berkanun Persekutuan (BBP), Badan Berkanun Negeri (BBN), Pihak Berkuasa Tempatan (PBT) dan Majlis Agama Islam Negeri (MAIN). Pada tahun 2019 ini hanya 10 agensi berjaya menerima pengiktirafan tersebut dan agensi di bawah Kementerian Pendidikan Malaysia (KPM) merupakan penerima anugerah terbanyak iaitu Universiti Malaysia Kelantan, Universiti Kebangsaan Malaysia, Universiti Malaysia Terengganu, Majlis Peperiksaan Malaysia dan Malaysian Qualification Agency.
Menurut Pn. Junaidah, sistem perakaunan dan kewangan UMK menggunakan sistem SAGA yang dibangunkan oleh pihak vendor yang dilantik dan berintegrasi dengan beberapa subsistem maklumat lain yang digunakan dalam operasi kewangan di Universiti ini. Beliau menyifatkan, pengikitirafan ini penting bagi universiti untuk memastikan penyata kewangan dapat disediakan dengan lebih cepat, tepat, kemaskini, berintegriti, mematuhi piawaian perakaunan yang diterima pakai serta memantapkan pengurusan perakaunan dan kewangan Agensi Kerajaan. “Penarafan sijil ini menjamin keselamatan sistem, data dan maklumat dari aspek kerahsiaan (confidentiality), integriti (integrity) dan ketersediaan (availability) bagi melindungi data dan maklumat yang diperolehi terpelihara, lengkap dan boleh diakses pada bila-bila masa,” katanya.
Tambah beliau, penilaian Audit Pematuhan SAGA bagi sistem aplikasi perakaunan dan kewangan ini telah dinilai oleh panel Jawatankuasa Penilaian Standard Accounting System for Goverment Agencies (SAGA), Jabatan Akauntan Negara di UMK Bachok, pada Oktober lalu. Penilaian ini seterusnya telah dinilai oleh Jawatankuasa Pemandu SAGA sebelum sesebuah organisasi itu layak mendapat pengiktirafan dan dianugerahkan sijil. “Alhamdulillah, dengan persediaan rapi dan kerjasama baik Pejabat Bendahari dan CCI  pada sesi penilaian tersebut kami berjaya merealisasikan Audit Pematuhan SAGA melalui pembentangan kertas kerja kepada Jawatankuasa Penilaian SAGA, JANM baru-baru ini.“Setiap sistem perakaunan jabatan mestilah mematuhi reka bentuk sistem aplikasi perakaunan dan kewangan yang diluluskan oleh Jabatan Akauntan Negara Malaysia (JANM) dan Kriteria Pematuhan SAGA,” katanya.
