PENGKALAN CHEPA 28 January I Universiti Malaysia Kelantan (UMK) received RM2.6 million in research funding grant from the Ministry of Finance Malaysia (MOF) for implementation of the Social Entrepreneur Project or UMK For Society Social Enterprise Project in an effort to increase income and economic resources in Kelantan.

The Deputy Minister of Finance of Malaysia, YB Dato’ Wira Hj. Amiruddin Hj. Hamzah said funding for the research grant was a government initiative to continue the efforts of UMK researchers to enhance the capacity for implementation of enterprise-based social projects.

He said the initial funding was a commitment by the Ministry of Finance to ensure that the project work well through the platform provided by UMK and ultimately impact the target group of B40 and asnaf including UMK students to do enterprise or business.
“The project will help participants be given training and guidance to increase their family income. Examples are the Ikan Lunak and Ikan Bekok processing business already established by the Kumpulan Wanita Nelayan (KUNITA) in Tok Bali, Pasir Puteh Kelantan and Kampung Genting, Tumpat, Kelantan.

"For this programme, the Ministry of Finance and UMK work together to create an agenda to raise the income of the people and remove the people from the poverty alleviation through Social Business projects and ultimately benefit them and give back to others,” he said at the Ministerial Talk Series Programme with YB Dato’ Wira Hj. Amiruddin Hj Hamzah and the UMK-MOF Social Enterprise Project Giving Ceremony, at the Dewan Experimental Hall, UMK City Campus, Pengkalan Chepa, on 28 January, 2020.

Also present was the UMK Vice-Chancellor, Prof. Dato’ Ts. Dr. Noor Azizi Ismail, Chairman of the Peneraju Agenda Bumiputera (TERAJU), YB. Dato’ Sri Mustapa Mohamed, Secretary of Government Procurement Division of the Ministry of Finance, Dato’ Zamzuri Abdul Aziz, UMK Board Member, En. Mohd. Nazri Mat Noor, Deputy Vice-Chancellor (Research and Innovation), Prof. Ts. Dr. Arham Abdullah and Director of the Institute for Poverty Research and Management (InsPeK), Prof. Dr. Wan Mohd Amir Zal Wan Ismail.
At the ceremony, YB. Dato’ Wira Hj. Amiruddin and Prof. Dato’ Ts. Dr. Noor Azizi officiated the UMK-MOF Social Enterprise Project Signing Ceremony and MoF Grant Contracts Submission to 13 UMK Lead Researchers.

Commenting on the collaboration, Prof. Dato’ Ts. Dr. Noor Azizi said that up to 2019, UMK had implemented 93 research projects with grants of RM16, 134, 201.00 including programmes in the form of Social Enterprise that built ecosystems for stakeholders to work together to help communities in a sustainable way.

He believes the initiative is in line with the expertise of UMK and through this joint venture UMK is working with MOF to succeed the Social Enterprise project in line with the initiative developed by the Ministry of Finance Malaysia (MoF).

"The ministry has given full confidence to implement this programme and the success of this project will be of great benefit to all," he said.

Meanwhile, Prof. Dr. Wan Mohd Amir Zal said the implementation of the UMK For Society Enterprise Project under the InsPeK secretariat involves three categories of Clusters: Special Project Cluster (UMK Innovation), Jeli Cottage Industrial Park Cluster and Social Enterprise Capacity Building Cluster.
He said the whole project involved a target group of 3,445 participants from underprivileged communities of B40 and asnaf, Orang Asli communities and UMK students.
“This grant is a Knowledge Transfer Program designed to promote the transfer of knowledge and expertise of the university to the target community or entrepreneurs.

“Through these 13 projects, the target group is able to effectively carry out business activities and subsequently produce products that can be helped by social enterprises. This indirectly generates income for the residents' households especially for the fishing community and the Orang Asli,” he said.

This Social Enterprise project involves the Enriched Organic Planing Mix Production Capacity Building For Social Enterprise Development project by Head of Research Prof. Madya Dr. Palsan Sannasi Abdullah, Design, Development and Testing of Commercial Scale Hybrid Solar Dryer For Drying Of Fish project, led by Prof. Ts. Dr. Arham Abdullah, Enterprise Strategic Entrepreneurship Strategic Training Programme (Dr Anis Amira Ab. Rahman), Low Cost and Low Equipment Cultivation of Gray Oxygen Mushroom by PSB Substrate to Contribute Nation's Revenue (Dr. Mst Laila Naher), Social Engineering (Social Re- Engineering) Fishermen Through Careers Based on Social Enterprise Ecosystems (Associate Professor Dr. Wan Ahmad Amir Zal Wan Ismail), Pineapple Entrepreneur Development Programme through Pineapple Skills, Pineapple Downstream Product Development and Marketing (Dr. Raimi Mohamed Redwan), Entrepreneur Development Program Orchids Among Graduates, Graduates and Local Youth Through Tissue Culture Skills, Nurse Care and Orchid Marketing (Associate Professor Dr. Fatimah Kayat)

Also involved in the Empowerment of Social Enterprise Economy programme through High Commercial Vegetable Production Using Vertical Cultivation Technology (Dr. Norhafizah Md. Zain), (KUNITA) Kumpulan Wanita Nelayan Social Enterprise Empowerment Programme Through Ikan Lunak Processing as a Social Entrepreneur (Dr. Nurhanan Abdul Rahman), Agro-based Entrepreneur Coating Incubator (IPUAT) Project (Pn. Tg. Halimatun Sa'adiah Abu Bakar), Desa Jeli Complex Development Centre (Ts. Dr. Maryana Mohamad Nor) Programme, Sprilulina Superfood project: Sustainable Steps to Addressing Community Malnutrition (Ts. Dr. Mohamad Faiz Mohd Amin) and the Social Entrepreneur Programme (Ikan Bekok) in Kampung Geting, Tumpat, Kelantan (Dr. Tengku Fauzan Tengku Anuar).
